Oh, i got a bit confused. Lots of cities will send their homeless people out of town with a one-way ticket.
It's Medicare patients that were largely being sent to California, at least from Vegas. It seems like they're also being dumped all over but with a concentration in California.

Proof = have someone on the phone say they'll give you a place to stay. In some places, if you take that ticket, you can never go to a shelter or get resources in that city ever again...but they don't tell you that.

Yeah basically. They probably cut off local resources after too many folks said they were going to Maine from San Diego, hopped off at the first stop and pocketed the cash they give you for food and stuff and headed right back to town
