I have not been able to test this out myself, but from what I've seen it works on 1.4.0.4 and 1.4.0.5 and only on multiplayer worlds.

Whenever you get 100 of an item, or 1 if it doesn't stack, then you can "learn" it and duplicate that item as much as you want.
