Alternate idea: people calling 911 are required to identify a criminal's race to the best of their ability, and only an officer of that same race can be dispatched to the call. This will end the controversy.

Probably a simpler version would be white police are only allowed to deal with white people. Officers patrol in pairs, one white one non-white. Majority-black areas have all-black police departments.

The closest I can think is Freddie Gray where it was a 50/50 black/white mix of cops involved.

I think it's actually a really fun question. If you have a community that ultimately doesn't trust the police to serve justice or keep order, then what incentive should they have to actually want a police force? The video cuts of unprovoked police violence on people just sitting around or walking by from the past few days aren't helping anything. Why would anybody want that in their community?
Once you have a growing number of people who fear the police because police just mean more violence, then what's the fucking harm in getting rid of them? I think it's a little bizarre that we're at a point where people are seriously considering abolishing their police force. Why would people burn down police precincts and run the police out of town? What lead to that? Maybe we should wonder why people are protesting. Let's take a real look at what drove them to do this.
I know the easy answer is to pretend like it's all crazed mobs, or a super-organized conspiracy, or that liberal media hype drove them to it. Ultimately, these are all lame speculations that conveniently blame nationwide protests on something people can easily dismiss or rebut by choosing to believe that some choice stories they choose to believe are representative of the whole nationwide problem. We should probably just assign these protesters some agency and actually listen to them about what lead them to protest.
They are real people with actual reasons. Maybe if we take those problems seriously, then we can avoid civil unrest. If we continue to dismiss the problem, then I'm pretty sure this shit is just going to keep happening every few years.

I wonder if communities without a police force will start very strict and effective neighborhood watches or develop an honor code that prevents one another from stealing each other’s shit, raping others, or murdering them. Of course, this could turn hectic like that one trans woman of color who was assaulted by her peers. So this could lead to certain individuals being cast out of the neighborhood.

Minus the transphobic crap, you are pretty much describing how basic policing works. It's local people looking out for each other. If the police have become a state-sponsored violence gang, then it stands to reason that local people could do a better job looking out for and caring for their neighbors. This isn't a new idea.
