Topic: How do Europeans and other Celsius people manage the indoor temperature?

So in the summer months, I need the inside temperature to be somewhere between 69° and 70° Fahrenheit (20.56° and 21.11° Celsius). 69° is too cold and 70° is too hot. I need an option for 69.5° but it doesn't exist.
But you Celsius people have an even bigger increment between degrees (20° C is 68° F and 21° C is 69.8° F). Do you Celsius people get options for fractional degrees? If not, how do you possibly survive?

Depending on your local climate and your building's construction, you may or may not have central heat and/or cooling to begin with. As to increments of degrees, you can't really get control of the temperature so that it stays exactly at any temperature in the first place. I don't even know how perceptible changes in a fraction of a degree are. A little air current affecting evaporation on your skin might be more noticeable as a temperature change than the actual ambient air temperature.
